Tough on the feeble, weak with the tough, or something like that.

This is a political one, showing French politician Manuel Valls who has been in the news a lot recently here in France for some of his forthright positions.

The stencil of him is really good - a perfect likeness - and it's quite striking to see such a direct image on the streets of the city under your feet.
